    International Business & Technical Consultants, Inc.     IBTCI seeks qualified monitoring and evaluation and project management professionals for Chief of Party (COP) positions for upcoming, anticipated multi-year monitoring and evaluation projects - for USAID and other donors - located both in sub-Saharan Africa and/or in the United States.  Projects may have significant knowledge management/collaborative learning components and encompass M&E of multiple technical sectors or development objectives, such as health, nutrition, and water & sanitation.


    The COP will have overall responsibility for technically leading and managing the contract, from project start-up to close-out, across technical, administrative and financial project units. Specific responsibilities include the following:

    • Provide overall vision, leadership and strategic direction for the activity conducive to high performance and achievement of high-quality results as expected by the donor and IBTCI.
    • Provide management support and technical oversight of the activity.
    • Coordinate and collaborate with the donor, implementing partners, and Government stakeholders in health and other health-related sectors.
    • Adhere to USAID, other donors, IBTCI and local rules, regulations, and standard operating procedures (including USAID FARS and ADS).
    • The COP will be the primary point of contact in-country for home office, the donor and senior-most counterparts.
    • Mentor, support and supervise activity staff and facilitate the development of annual project work plans and budgets, and ensure timely submission and quality of all project reports, materials and publications compliant with the contract agreement.
    • Ensure that quality standards, schedules and deliverables are met on time and as expected by IBTCI and the donor.
    • Ensure effective and efficient performance of staff (through direct or indirect reporting relationships), subcontractors and overall contract.
    • Interact professionally with IBTCI home office, senior Mission, Embassy and government officials in a cooperative, team oriented manner.
    • Other tasks/responsibilities as needed for the production of high-quality products and deliverables.


    Minimum Requirements:

    • S/he will have demonstrated progressive experience working in the field of M&E, having served in M&E specialist, advisor or manager positions culminating in successful COP, Deputy COP, Country Director, Country Representative, Country Lead, or Component Leader assignments.
    • Note: for more generalist, less technical M&E COP positions, candidates who have served as COP or Deputy and possess strong managerial and leadership skills while also having firm, proven understanding of the M&E process and how monitoring (results frameworks, indicator development, data collection tools, etc.) and evaluation (performance and impact evaluations using various approaches) are well-managed, may also fulfil position requirements.
    • S/he will have strong leadership, communications and interpersonal skills including written and oral presentation skills.
    • Knowledge management and organizational learning experience a plus.
    • Fluency in a foreign language such as Spanish, French or Arabic a plus.

    Required Education: Master’s degree in such fields as demography, public health, international development, evaluation, education or in a social science field (sociology, anthropology, etc.)


    Working Conditions:  Work is performed in a typical corporate office environment.


    Physical Requirements: Work is generally sedentary, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls.  Specific vision abilities required by this job include close vision.  The employee must occasionally lift or move up to 25 pounds.


    Supervisory Responsibility:  Project key technical and administrative staff report to this position.


    Travel: Local and international travel as necessary.


    Work Authorization:  Successful candidates must be able to get work authorization in the country of performance.
