IBTCI supports the Iraq Performance Management and Support Program (PMSP), focused on providing ongoing monitoring, verification, and evaluation support to USAID/Iraq. PMSP delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long term monitoring and evaluation objectives in Iraq.

Responsibilities

As part of PMSP, IBTCI seeks candidates for an Evaluation Team Leader for a Final Performance Evaluation of an Iraq governance strengthening project. The Team Leader will lead a Baghdad-based multi-disciplinary team.

 

The Team Leader will be responsible for the day to day management of this evaluation team. The team itself will be comprised of the Team Leader, a Public Administrations and Good Governance Specialist, an Iraqi Public Administration Expert, and a local data collection firm. The Team Leader may also need to collaborate with several Iraqi Field Monitors (IFMs) for data collection.

 

S/he will an experienced team leader with relevant technical expertise in the area of public administration and governance, with strong evaluation experience and skills, who will ensure a sound methodological approach, and will incorporate generally accepted evaluation practices, while also being capable of using evaluation’s input to construct a full report.  The team leader should have extensive experience in evaluation of USAID and other donors’ programs, combined with a strong public sector and governance technical expertise. 

 

 

This position is based in Baghdad, Iraq. The final evaluation will run from May 2017 - June 2017.

Qualifications

The Evaluation Team Leader should demonstrate the following expertise:

  • Demonstrated, extensive experience in leading, planning, coordinating, and conducting mixed-method evaluations;
  • Minimum of 15 years of proven experience in leading of multinational teams assigned to evaluate USAID funded projects in fragile environments (Iraq experience a plus);
  • Experience in evaluating international programs in the public administration and governance projects;
  • familiarity with techniques of program evaluation;
  • Organizational and teambuilding skills;
  • Strong skills in obtaining feedback from stakeholders, facilitation of in-brief, mid-term, and out-brief meetings and presenting progress;
