IBTCI supports the Iraq Performance Management and Support Program (PMSP), focused on providing ongoing monitoring, verification, and evaluation support to USAID/Iraq. PMSP delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long term monitoring and evaluation objectives in Iraq.


As part of PMSP, IBTCI seeks candidates for an Iraqi Public Administration Expert for a Final Performance Evaluation of an Iraq governance strengthening project. The Public Administration Expert will lead a Baghdad-based multi-disciplinary team.


The Public Administration Expert will shall serve as a liaison between the international experts and the data collection team and will provide significant local expertise about the situation, culture, geography.  S/he shall provide support in identifying and contacting local stakeholders, helping arranging meetings, performing translation/interpretation as needed and in conjunction with the administrative and logistical support person. The team itself will be comprised of the Team Leader, a Public Administrations and Good Governance Specialist, an Iraqi Public Administration Expert, and a local data collection firm.


S/he will be an experienced professional with relevant public sector expertise, and excellent understanding of Iraqi public sector on the federal and provincial level. 


The Iraqi Public Administration Expert should demonstrate the following expertise:


  • At least five years of relevant public-sector experience is required;
  • Native fluency in Arabic is required, as well as professional fluency in English;
  • Experience of participating as a team member in conducting project evaluations and assessments is preferable;
  • excellent understanding of the Iraqi public sector on the federal and provincial level.
