Overview: IBTCI supports the Monitoring, Evaluation and Coordination Contract (MECC), focused on providing ongoing monitoring, verification, and evaluation support to USAID/DRC. MECC delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long term monitoring and evaluation objectives in DRC.

The Monitoring & Verification (M&V) Manager manages activity-level monitoring and verification of results in the field in order to ensure that all USAID Implementing Partners’ data are complete, accurate, and consistent with agreements and reports, and with USAID’s regulations. S/he will provide direct management and supervision of the IBTCI’s field data collectors, reporting to the Deputy Chief of Party/M&E Specialist.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Directly responsible for the day-to-day implementation of all key M&V work processes (pre-deployment, deployment, post-deployment and reporting);
  • Maintain a thorough knowledge and understanding of all USAID Implementing Partners’ (IP) key activities, target populations and implementation approaches;
  • Develop relevant M&V tools and protocols that reflect client’s needs for each Implementing Partner and against the overall USAID activity portfolio;
  • Work closely with the Deputy Chief of Party/M&E Specialist on site selection, tool/protocol application and revision as well as M&V policies and strategy;
  • Check quality and accuracy of data collected by field monitors.
  • Conduct random field spot-checking of a sample of verifications;
  • Review and collate all individual M&V reports presented by report writers;
  • Manage M&V folders and update senior management as needed;
  • Contribute to the presentation of M&V findings to USAID and IPs;
  • Troubleshoot and problem-solve challenges arising in the field with tact and diplomacy.

Qualifications

Required Knowledge, Skills and Abilities:

  • Seven years of international experience in the management, monitoring and evaluation of development programs;
  • Experience in developing monitoring and verification tools, and training and managing staff in effective use of those tools;
  • Familiarity with relevant USAID rules and regulations related to monitoring and verification activities and approaches desired;
  • Experience in mobile data collection platforms and processes;
  • Strong collaborative and relationship management skills;
  • Excellent English, oral and written;

 

Minimum Requirements:

  • Open to Congolese nationals only.
  • Ability to multi-task within tight deadlines and with strong attention to detail;

Education:  

  • Advanced degree in the field of evaluation, international development or a related technical field;

 

Working Environment:  Work is typically performed in an office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position does have supervisory responsibilities.

 

Travel:  International travel required.
