The Ebola Pillar II, Monitoring, Evaluation and Learning (MEL) Project is a three-year USAID-funded contract to address USAID-coordinated efforts in mitigating the second order impacts of the Ebola Virus outbreak in Sierra Leone, Liberia, and Sierra Leone. The project is focusing on four main components: evaluation, routine monitoring, data quality assurance, and improved knowledge management and learning. 


In this role, you will be responsible for providing technical support to the USAID Mission and its Implementing Partners (IPs) in Sierra Leone as part of the Ebola Pillar II Monitoring, Evaluation and Learning (MEL) activity.  Your technical support will be provided for Routine Monitoring, Data Quality Assurance, and the results component of Knowledge, Management and Learning. We require someone who is well-organized, able to work independently, possesses a strong work ethic and has a high level of technical skill in M&E for international development.


Essential Duties/Tasks and Responsibilities:


  • Support the USAID Mission and IPs in routine monitoring processes to improve data collection, analysis, reporting and presentation, and in the effective use of data in learning and decision-making
  • Develop training materials and conduct training sessions on selected M&E topics of relevance to USAID and IPs’ staff
  • Assist missions and other operating units to harmonize M&E plans and indicators 
  • Evaluate and identify where information/data system enhancements are required and provide technical support for those enhancements 
  • Lead/conduct data quality assessments (DQA) for the USAID Mission and provide technical support for its overall DQA system
  • Build the capacity of USAID in DQA through training and mentoring, including the development of curricula and materials 
  • Conduct analyses and develop presentations of Implementing Partners’ data for annual learning conferences
  • Provide information on progress/deliverables regularly for Pillar II MEL’s quarterly and annual progress reports
  • Represent IBTCI in project implementation meetings with partners or clients in Sierra Leone


Additional Duties/Tasks and Responsibilities:

  • Proactively engage with the USAID Mission to provide any additional support needed for its routine monitoring and DQA systems, processes and deliverables
  • Other duties/tasks as assigned


Preferred Knowledge, Skills and Abilities:

  • Demonstrated familiarity with USAID’s Evaluation Policy and guidance on monitoring and DQAs included in the USAID Automated Directive System (ADS) in chapter 200 series
  • Demonstrated M&E experience in at least one of the following international development sectors: health, agriculture or food security, governance
  • Experience in leading or overseeing all matters related to routine monitoring and DQAs either at USAID missions/country offices or with IP activities funded by USAID
  • Experience leading M&E capacity building for USAID and/or IPs funded by USAID
  • Demonstrable results orientation, flexibility, problem solving skills and attention to detail
  • Strong communication (oral and written) and interpersonal skills

Minimum Requirements


  • 10 years’ experience in M&E in international development
  • 3 to 5 years’ experience conducting Data Quality Assessments
  • Significant experience either working on M&E within USAID missions or in IP projects/activities funded by USAID
  • Strong verbal and written language skills in English
  • Working experience in Sub-Saharan Africa


  • Master’s degree in Public Health, Demography, Social Sciences, International Affairs, International Development, Policy Analysis, Economics, Agricultural Sciences, Public Administration, Business Administration, Computer Science, Statistics, or another related field.
