(IBTCI), a U.S. based international development consulting company established in 1987, has worked in over one hundred countries and implemented over two hundred projects.  IBTCI serves government agencies, private sector companies and several donor agencies.  IBTCI specializes in Monitoring & Evaluation (M&E) across many sectors including, but not limited to, conflict and crisis, democracy and governance, economic growth, education, environment, and global health.



Part of MECC’s role in supporting USAID/DRC is the collection and analysis of data for the Mission Performance Management Plan (PMP).  To that end, MECC will undertake a household survey across the DRC to collect data for a number of key indicators, to assess perceptions, behavior and levels of access to services of DRC citizens cutting across several development sectors, most notably health and education.   IBTCI is seeking a Survey Specialist to work closely with the MECC technical team, USAID and MECC’s local data collection partner to design and oversee data collection of this household survey.  This is a short-term position with time to be spent in Kinshasa, as well as remotely over a period of up to 3 months.

Essential Duties/Tasks and Responsibilities:  

  • Work with the MECC technical team and USAID to design the household survey sample, sample frame and collection protocols.
  • Lead the survey design tool and accompanying training manual for use by data collectors.
  • Develop data collection and field implementation plan in coordination with data collection firm;
  • Work with MECC team on survey translation, as appropriate.
  • Oversee pilot testing of survey questionnaire and corresponding adjustments.
  • Participate in training of data collectors.
  • Provide remote quality-checks of incoming data collected by data collection firm.


Required Knowledge, Skills and Abilities:

  • Demonstrated experience in designing perception surveys and analyzing data.
  • Expertise in survey design for evaluations in challenging environments preferred.
  • Expertise in use of statistical analysis and analysis software.
  • Prior experience in research or evaluations in DRC is highly desirable.
  • Working knowledge of French language highly desirable.

Minimum Requirements:

  • Minimum of 5 years of relevant professional experience.
  • Oral and written English fluency required.



  • MA/MS in relevant field plus a minimum of 8 years professional experience or ABD plus 5 years experience or PhD plus 4 years experience;


Supervisory Responsibility:  This position does not have supervisory responsibilities.


Travel:  Local travel throughout the DRC.
