     International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over 100 countries and implemented nearly 300 projects.  IBTCI serves government agencies, private sector companies and several donor agencies.  IBTCI specializes in Monitoring & Evaluation (M&E), Research and Learning across many sectors including, but not limited to, conflict and crisis, democracy and governance, agriculture and food security, economic growth, education, environment, global health and humanitarian assistance.


    This position is contingent upon project award.


    Job Title: IDIQ Manager                                

    Department/Location:  Washington, D.C    

    Reports To: Home Office Project Director                           

    Type:  Regular Full-Time


    Essential Duties/Tasks and Responsibilities: 

    • Provide team leadership
    • Manage the team’s activities
    • Ensure all deliverables are met in a timely manner
    • Serve as a liaison/primary point of contact between the USAID and the evaluation team
    • Lead briefings and presentations


    Required Knowledge, Skills and Abilities:

    • Extensive experience in building and effectively leading strong international analytics teams and performing relevant quality control and editing; and
    • Knowledge of Eastern Europe/CIS region development issues;
    • Experience in working with USAID in Ukraine, Eastern Europe, or the former Soviet Union;
    • Proven experience in designing and conducting government-sponsored evaluations and/or assessments and/or monitoring


    Minimum Requirements:

    • Minimum of 10 years of diverse experience in the successful design and conduct of international development analytics (evaluation, assessments, monitoring activities);
    • Ability to recognize and implement methodological rigor in analytical work;
    • Diverse experience working with donors and excellent communication, both verbal and written, skills.
    • Proficiency in a locally spoken



    Education:  An advanced degree in international relations, social science, statistics or related field.


    Working Environment:  Work is typically performed in an office environment.


    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    Supervisory Responsibility:  This position does have supervisory responsibilities.


    Travel:  The candidate is required to travel as required by the SOW.


    Work Authorization:  Must be authorized to work in the USA.
