    This position is contingent upon project award.


    Job Title: Lead Monitoring Specialist                           

    Department/Location:  Washington, D.C with travel to the region         

    Reports To: IDIQ Manager                               

    Type:  Regular Full-Time


    Overview: IBTCI is currently seeking a Lead Monitoring Specialist for an upcoming task order as a part of a five-year Monitoring and Evaluation (M&E) Support Project in Ukraine funded by USAID. This will be a full-time, key position based Vienna, Virginia with travel to Ukraine. This Project will provide a range of analytical services to USAID Regional Missions which focus on sectors and areas covered by a CDCS or other strategy document in Ukraine.  


    Essential Duties/Tasks and Responsibilities: 

    • Provide leadership and expertise of all monitoring services and products under the direction of the IDIQ Manager
    • Responsible for quality control and timely delivery of monitoring services and products
    • Potentially provide input related to the design and/or implementation monitoring activities



    Required Knowledge, Skills and Abilities:

    • Extensive experience in building and leading strong evaluation and assessment teams and performing relevant quality control and editing;
    • Solid understanding of best practices in performance monitoring;
    • Knowledge of Eastern Europe/CIS region development issues;
    • Experience in working with USAID in Ukraine, Eastern Europe or the former Soviet Union;


    Minimum Requirements:

    • Minimum of 7 years of diverse experience in the successful design and conduct of international development monitoring activities;
    • Ability to synthesize real-time international development monitoring data from multiple sources into easily-digestible information products appropriate for various types of audiences;
    • Successful experience working with donors and excellent communication, both verbal and written,
    • Proficiency in a locally spoken


    Education:  An advanced degree in international relations, social science, statistics or related field


    Working Environment:  Work is typically performed in an office environment.


    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

    Supervisory Responsibility:  This position does have supervisory responsibilities.


    Travel:  The candidate is required to travel as required by the SOW.


    Work Authorization:  Must be authorized to work in the USA.
