Overview:

IBTCI is currently seeking a Senior Research and Learning Specialist to coordinate the USAID/Philippines Collaborating, Learning and Adapting (CLA) Activity. The USAID/Philippines CLA Activity will serve as the primary technical support mechanism for monitoring, evaluation, learning and adaptive management of the Health Project of USAID/Philippines. As such, it will provide in-country technical assistance, advisory service, capacity-building and related logistical support to USAID/Philippines Office of Health for monitoring project activities; conducting performance and/or impact evaluations and limited implementation research; systematically documenting evidence of results/impact of good practices and promising interventions from current and new tuberculosis and family planning activities; undertaking selected secondary analyses of data from major health surveys/studies; and facilitating continuous learning and adaptive management for the Health Project and its various implementing mechanisms.

 

The period of performance for this activity is 4-5 years and will be based in Manila, Philippines. The position is contingent upon successful contract award. Only candidates who are Filipino nationals or have Filipino citizenship will be considered for this position.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Responsible for overall design, implementation and management of selected impact evaluation studies, limited implementation research, secondary analyses of data from key health surveys, and special assessments or data collection that may be assigned by the CLA Director;
  • Provide oversight in all aspects of implementation of the foregoing activities and management of staff and consultants (regular and contracted) engaged in these activities;
  • Plan and implement dissemination activities for sharing results and findings of monitoring, evaluation, and research activities under the portfolio;
  • Develop the learning plan for the Health Project and for designing, implementing, and tracking learning and adaptive management activities emanating from monitoring, evaluation, and research activities;
  • Assist the CLA Director in the design and implementation of main performance evaluations under the CLA activity.

 

Required Knowledge, Skills, and Abilities:

  • Extensive experience applying innovative techniques that promote CLA and knowledge management to mature an organization’s analytical and programmatic capabilities;
  • Experience working with international development donors, private sector, and universities;
  • Demonstrated ability to translate complex programmatic findings into communications materials for various target audiences, including USAID’s front office and Congress.
  • Experience delivering training;
  • Ability to facilitate discussions among senior leaders on a broad range of development topics;
  • Excellent written, oral and presentation skills;
  • Excellent demonstrated ability to effectively interact with local professionals, international donors, host country government counterparts, and other implementing partners;
  • Experience in a mix of the above-indicated skills areas are highly preferred.

 

Qualifications

Minimum Requirements:

  • At least ten (10) years of experience in designing and implementing performance and impact evaluations, implementation research, project assessments, and secondary data analyses, preferably in health.
  • Led or managed, as principal investigator, at least three implementation research, performance evaluation and/or impact evaluation studies in the past five (5) year’s comparable in size, scale, duration, nature and complexity with those planned under the RFTOP;
  • Demonstrated experience in developing sampling designs, designing data collection methods and instruments, application of appropriate statistical analysis tools for multi-variable studies, including the use of qualitative and quantitative approaches in performance and impact evaluations and implementation research.
  • Demonstrated experience in implementing and/or facilitating use of innovative approaches to learning best practices and state-of-the-art in design, methodologies, and tools for disseminating and utilizing results of monitoring, research and evaluation for adaptive management;

 

Education:  Master of Science degree or higher in management, public health, economics, international development, social science, demography, research methods, statistics, or a related field.

 

Working Environment:  Work is typically performed in an office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position does have supervisory responsibilities.
