Classification:                         This is a managerial, exempt-level position.

 

Overview: IBTCI is seeking a Director of Finance and Administration for the anticipated USAID/Uganda Monitoring, Evaluation, and Learning Contract. The five-year contract has the objective of achieving strengthened collaboration, learning and performance to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development.  The contract will help USAID/Uganda strengthen its Collaborating, Learning and Adapting (CLA) and overall performance through a broad range of technical assistance, professional development, logistics, small grants and other staff support. This position is contingent on award.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Ensure the integrity and usefulness of Contractor financial systems;
  • Facilitate the Contractor’s internal administrative operations;
  • Ensure that the Contractor meets USAID/Uganda programmatic, financial and other reporting requirements;
  • Support the Director of Performance Improvement in building the capacity of USAID/Uganda to provide high quality logistical support and technical services in a timely manner.

Qualifications

Required Knowledge, Skills and Abilities:

  • Demonstrated experience in statistics and computational analysis;
  • Three years of experience living and working in developing country environments;
  • Excellent communication skills.

 

Minimum Requirements:

  • A minimum of nine years of experience managing in the finance area with increasing responsibility;
  • Procurement, contracts management, construction, logistics and/or human resource related matters for international development activities of similar dollar value;
  • Demonstrated supervisory experience;
  • Familiarity with USG financial reporting and compliance requirements;
  • Experience in managing donor funded procurements and subcontracts/grants;
  • Quality past performance references related to the position.

 

Working Environment: Corporate office environment as well as field work.

 

Education:  Bachelor’s degree in Accounting, Business Administration or related field or A Certified Public or Chartered Accounting qualification required.  Master’s degree preferred.

 

Supervisory Responsibility:  This position does have supervisory responsibilities.

Travel: International travel required.
