    Overview: IBTCI is currently seeking a qualified Operations Specialist for work under a monitoring and evaluation support services project funded by the United States Agency for International Development Tunisia and Libya Missions (USAID/Tunisia and USAID/Libya). The USAID/Tunisia and USAID/Libya Monitoring and Evaluation in Tunisia and Libya (METAL) is a multi-year project focusing on the provision of Monitoring, Evaluation, and Learning services across multiple development sectors in both Tunisia and Libya.


    The Operations Specialist will work closely with the METAL Chief of Party, Monitoring and Evaluation Specialist for Tunisia (MEST), and Monitoring and Evaluation Specialist for Libya (MESL), field office staff, and Home Office staff to manage day-to-day logistical functions in the field office.


    Essential Duties/Tasks and Responsibilities:  

    The Operations Specialist will be responsible for ensuring all logistics and coordination tasks are completed, including:

    • Arranging in-country travel and accommodations for IBTCI field and home office staff;
    • Scheduling and coordinating meetings with IBTCI staff, partners, and relevant USAID stakeholders;
    • Scheduling and coordinating site visits in Tunisia and Libya for IBTCI staff, evaluation teams, and data collection subcontractors;
    • Helping to advise the Chief of Party, MEST, and MESL of security conditions on the ground;
    • Serve as the field office security focal point;
    • Working with the MEST and MESL to oversee the quality of data being uploaded to the database;
    • Serving as a liaison between IBTCI and Tunisian and Libyan authorities whenever needed;
    • Any other duties as assigned.


    Required Knowledge, Skills and Abilities:

    • Must be detail orientated and able to work in a fast-paced environment;
    • Must have proficient computer literacy;
    • Ability to communicate with Tunisian and Libyan government authorities, USAID stakeholders, and other partners;
    • Must be a citizen or permanent resident of Tunisia.
    • Previous experience working on monitoring and data collection initiatives is a plus.



    Minimum Requirements:

    • At least 3 years of progressively responsible experience handling complex logistics, such as travel arrangements, lodging arrangements, meetings, scheduling, administrative services (note-taking, reproducing workshop materials, report preparation, etc.);
    • At least 3 years of experience in logistics and administrative support roles;
    • Oral and written fluency English, French and Tunisian Arabic required.


    Education: The Operations Specialist must have a relevant university degree.


    Working Environment: Work is typically performed in an office environment.


    Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.


    Supervisory Responsibility: This position does have supervisory responsibilities.


    Travel: International travel may be required.


    Work Authorization: Must be authorized to work in Tunisia.
