Overview

Project Summary

IBTCI immediately is currently seeking a Senior Monitoring and Evaluation Specialist for a mission-wide Monitoring and Evaluation project funded by the United States Agency for International Development/Yemen (USAID/Yemen). The USAID/Yemen Monitoring and Evaluation Project II (YMEPII) is a multi-year project focusing on the provision of Monitoring, Evaluation, Learning, and Research services across numerous development sectors in Yemen. 

 

The period of performance is expected to be 3 years and is expected to be based in a country in the region, with the possible relocation to Yemen at a later date.

Responsibilities

Position Responsibilities

The Senior Monitoring and Evaluation Specialist will oversee technical operations including, monitoring, evaluations, analyses and assessments throughout the life of the project. S/he will often lead trainings and mentoring for YMEPII, USAID, and sometimes other staff related to USAID projects. S/he will also be responsible, and must demonstrate ability in:

  • Designing optimal solutions for gathering, analyzing, and assessing data and information that will satisfy USAID/Yemen’s understanding of project impact and advancement toward strategic goals;
  • Designing data methodology, participatory data collection methods and protocols, and data verification techniques;
  • Be responsible for the design, quality, and development and production of all assessments, analytical reports and evaluations, including the testing of the development hypothesis

Qualifications

Required Knowledge, Skills and Abilities:

  • Have at least 7 years of experience;
  • Excellent oral communication, presentation, and interpersonal skills;
  • Fluency in speaking, reading, and writing English;
  • Arabic language skills preferred;
  • Yemen experience preferred.

 

 

Minimum Qualifications

Include, but are not limited to demonstrative substantive experience in:

  • Substantive experience in program performance monitoring for the improvement of ongoing project management, and report on achieving intended results;
  • Indicator development, data collection and analysis, data quality assessments, statistical methods and/or performance monitoring and/or reporting;
  • Experience managing analysis, synthesis, documentation and dissemination of lessons for a range of stakeholders;
  • Excellent organization and writing skills and a demonstrated ability to deliver a quality written product;
  • Designing and field testing surveys, questionnaires, and/or other data collection instruments;
  • Managing data collection teams.

 

Education:  Advanced degree in a relevant field.

 

Supervisory Responsibility:  This position may have supervisory repsonsibilities.

 

Travel:  International travel required.
