Overview:

IBTCI immediately is currently seeking a Senior Monitoring and Evaluation Specialist for a mission-wide Monitoring and Evaluation project funded by the United States Agency for International Development/Yemen (USAID/Yemen). The USAID/Yemen Monitoring and Evaluation Project II (YMEPII) is a multi-year project focusing on the provision of Monitoring, Evaluation, Learning, and Research services across numerous development sectors in Yemen. 

 

The period of performance is expected to be 3 years and is expected to be based in a country in the region, with the possible relocation to Yemen at a later date.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Oversee technical operations including monitoring, evaluations, analyses and assessments throughout the life of the project.
  • Lead trainings and mentoring for staff as well as other key stakeholders.
  • Design optimal solutions for gathering, analyzing and assessing data and information for understanding of project impact and advancement toward strategic goals.
  • Responsible for the design, quality and development and production of all assessments, analytical reports and evaluations, including the testing of the development hypothesis.

Qualifications

Required Knowledge, Skills and Abilities:

  • Excellent oral communication, presentation, and interpersonal skills.
  • Arabic language skills preferred;
  • Yemen experience preferred.

 

 

Minimum Qualifications

  • At least 7 years of experience.
  • Substantive experience in program performance monitoring for the improvement of ongoing project management, and report on achieving intended results.
  • Indicator development, data collection and analysis, data quality assessments, statistical methods and/or performance monitoring and/or reporting.
  • Experience managing analysis, synthesis, documentation and dissemination of lessons for a range of stakeholders.
  • Excellent organization and writing skills and a demonstrated ability to deliver a quality written product.
  • Designing and field testing surveys, questionnaires, and/or other data collection instruments.
  • Managing data collection teams.
  • Oral and written fluency in English required.

 

Education:  Post graduate degree in economics, statistics or other relevant field required.

 

Supervisory Responsibility:  This position may have supervisory repsonsibilities.

 

Travel:  International travel required.
