Project Summary

IBTCI is currently seeking Chief of Party candidates for a mission-wide Monitoring and Evaluation project funded by the United States Agency for International Development/Yemen (USAID/Yemen). USAID/Yemen Monitoring and Evaluation Project II (YMEPII) is a multi-year project focusing on the provision of Monitoring, Evaluation, Learning and Research services across numerous development sectors in Yemen. Candidates should possess a successful track record in managing large, long-term development projects at the field level which that are funded by the US government, preferably USAID, in Arabic speaking or conflict-prone countries.


The period of performance is expected to be 3 years and is expected to be based in a country in the region, with possible relocation to Yemen at a later date.


Position Responsibilities

The COP will provide overall vision, leadership, and guidance for the project internally with project staff and externally with the U.S. Government, host-country governments, other donors, and stakeholders. And will be responsible for overall project management and technical operations to ensure that the project tasks are completed on time and the objectives of the project are successfully met.


The COP will lead IBTCI's team and serve as the primary point of contact with the U.S. Government regarding day-to-day project implementation and management matters relating to the project contract. These duties will entail:

  • Overall responsibility for assuring that all assistance provided under the contract, whether by international or local experts/personnel, is technically sound and appropriate for the needs to be addressed.
  • Managing and supervising the work of all experts/personnel provided under the contract.
  • Serving as the primary point of contact for information on the progress and current status of all activities under the project contract and establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported.
  • Managing the preparation and presentation of proposed project implementation plans and all reports.
  • Providing management support and technical oversight for project activities.
  • Coordinating and collaborating with donor clients, implementing partners, and stakeholders.
  • Ensuring efficient and effective performance on all aspects of the project, overseeing all quality assurance, control, and reporting.
  • Representing the project and IBTCI with senior U.S. Government staff, implementing partners, and government officials.
  • Providing overall leadership and strategic direction for the project.
  • Adhering to U.S. Government, IBTCI, and local government rules, regulations, and standard operating procedures.
  • Delivering high-quality outputs in accordance with the agreed work plan and timeframe.
  • Managing financial and administrative resources.


Required Skills, Knowledge and Abilities:

  • Project or program management, with remote management experience a plus;
  • Successful leadership in an intercultural team environment in a development context;
  • Supervision, staff development and mentoring;
  • Yemen experience is a plus.
  • Arabic language skills a plus.

Minimum Qualifications

  • Program policy development in Monitoring and Evaluation (M&E) systems for development projects;
  • Development and maintenance of M&E systems, including indicator development, data collection and analysis, data validation and audits, and performance reports;
  • Utilization of Geographic Information System (GIS), web-based reporting and database management in programmatic monitoring, coordination, and evaluation; and
  • Ability to work in unstable, conflict-prone or post-conflict reconstruction environments.
