Overview: IBTCI is seeking a Monitoring and Evaluation Specialist for the USAID/El Salvador Local Solutions Activity. The goals of this activity are to help local civil society organizations (CSOs) to develop their capacities to become more eligible and more effectively compete for resources, as well as be more accountable in the programmatic and financial management of projects and programs they will implement. Capacity building activities will include activities to improve the effectiveness of organizations in strategic planning, organizational and financial stability, program service delivery, program quality and growth. Position is contingent on award. Salvadoran Nationals are encouraged to apply.


Essential Duties/Tasks and Responsibilities:  

  • Responsible for the Monitoring and Evaluation Plan and related reporting of the program;
  • Provide expert technical advice and assistance related to M&E and its function related to development funded activities, in general, and El Salvador, in particular;
  • Ensure quality data is collected with the proper frequency to be able to show achievement of results and is expected to liaise closely with CSOs and USAID;


Minimum Requirements:

  • Level III English language proficiency, speaking and writing; level IV Spanish language proficiency is required;
  • A minimum of five years of professional experience in monitoring and evaluation, preferably with international cooperation or CSOs.;


Working Environment: Corporate office environment as well as field work.

Education:  University degree in a relevant field is required.

Travel: The position is based in El Salvador but may require travel to other areas of Central America.
