Overview:

International Business & Technical Consultants, Inc. (IBTCI) is seeking an experienced Iraqi Finance and Administration Manger for the USAID Office of U.S. Foreign Disaster Assistance (OFDA) and Office of Food for Peace (FFP) Iraq’s Monitoring and Evaluation Program (IMEP), working in all provinces of Iraq with possible travel to countries such as Turkey, Kuwait, Jordan, Lebanon, and the United Arab Emirates. IMEP aims to establish a third-party monitoring system to provide the OFDA and FFP with high-quality data to assess the current status of relief programs and inform future programming decisions based on lessons learned. IBTCI is seeking a skilled development and humanitarian assistance professional who has previous experience in a similar SRS or equivalent role. The F&A Manager will be the lead staff person for managing the financial/accounting operations and for managing the office’s administrative and personnel (human resources) activities. 

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Responsible for day-to-day accounting functions, review financial documents for accuracy, maintain records and prepare transfer requests, monitor project expenses, and ensure that financial and administrative functions of the office are carried out within the framework of IBTCI and USAID policies and procedures;
  • Ensure that all administrative tasks are completed, office supplies are maintained, and travel arrangements are secured;

 

Required Knowledge, Skills and Abilities:

  • Progressively responsible experience as a senior finance manager with a reputable NGO, development contractor or donor agency is desirable;
  • Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and nonprofit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports, and workload flow charts, etc.;
  • Ability to communicate effectively, both verbally and in writing with accounting and non-accounting individuals;
  • Proficiency in Microsoft programs i.e. Excel, Word, PowerPoint, etc., and the ability to use various commercially available accounting software programs.

Qualifications

Minimum Requirements:

  • At least five (5) years of relevant work experience
  • Excellent oral and written communication skills, analytic skills, interpersonal skills, and team management skills.
  • He/she must be an Iraqi National
  • Fluency in speaking, reading, and writing English

 

Education:  A minimum of a Bachelor’s degree in Accounting, Auditing and Finance, Business Administration options or equivalent and an ACA/ACCA/CPA or other recognized professional accounting qualification

 

Working Environment:  Work is typically performed in an office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Travel:  Travel to Turkey, Kuwait, Jordan, Lebanon, and the United Arab Emirates may be required.

 

Supervisory Responsibility:  This position does have supervisory responsibilities.
