Overview:

IBTCI is looking for a Senior Security and Operations Associate to work in the Security Department.  The ideal candidate will have experience working as a security advisor to national and International NGOs.  He/she should also be well versed in monitoring potential threats from crime, civil unrest, kidnapping and terrorism.  The successful candidate will work as part of a small team supporting field office and the Home Office.

Responsibilities

Essential Duties/Tasks and Responsibilities:

Security

  • Development and maintain country and city studies and relevant security plans.
  • Perform ongoing threat and risk analyses and produce corresponding mitigation strategies across all areas of IBTCI operations.
  • Produce and disseminate global security updates, including guidance, mitigation measures and policy guidelines.
  • Organize and facilitate security meetings and briefings.
  • Initiate and organize communication with field office staff with regard to security across multiple IBTCI projects.
  • Review and edit documents produced by the Security & Operations department including RFPs and RFQs as well as SOW for assessments and security evaluations.
  • Identify security needs and requirements to include training and career for the Security Focal Points and Security Coordinators.
  • Maintain IBTCI membership in OSAC, EISF and other security and risk management organizations.
  • Serve as liaison with all being mobilized to the field, ensuring that they have the required evacuation insurance, a secure pick-up at the airport, lodging, medical information, emergency contact information and understand/abide by IBTCI policies.
  • Maintain IBTCI’s travel tracking systems to ensure all traveling staff and subcontractors movements are documented.
  • Submit payment requests and invoices and provide logistical support to subcontractors.
  • Develop and review contingency plans for upcoming events or circumstances that may affect IBTCI staff and/or operations.
  • Partner with Business Development to design and develop requisite security plans for technical proposals.
  • Develop and review security budgets for new proposals.
  • Serve as the lead on selecting and contracting security subcontracts by identifying need, production of RFP’s, selection and completion of services, ensuring that the billing, contractual compliance and documentation are timely and in line with IBTCI’s policies and best practices.
  • Facilitate pre-travel security briefings.
  • Facilitate security training and compliance audits in our field offices.

 

  • Registrations, Facilities and Travel Management
  • Facilitate the registration of new projects, maintaining watch of their status, identification of and serve as liaison with in-country legal firms and government branches with which the processes must be conducted.
  • Serve as the main point of contact for lawyers and CPA’s in country regarding all necessary procedures and processes to remain compliant with local labor laws.
  • Serve as the lead on tax registration and tax compliance requirements for new projects, including identification of country specific relevant sources and agencies for compliance with local legislation.
  • Lead project proposal and mobilization including identification of required inventory such as satellite phones, accounts and billing procedures.
  • Responsible for authenticating of corporate documents and ensuring all necessary documents are in compliance with local laws in the countries where IBTCI operates.
  • Develop strategies to improve the security of all Personally Identifiable Information (PII). Ensure staff are taking all necessary steps to protect PII and are following IBTCI policies.
  • Conduct cyber security reviews and audits to identify areas in need of improvement, and to develop mitigation strategies to protect the integrity of IBTCI’s networks, information and equipment.

 Management, Implementation and Training

  • Assist the Director of Security in providing leadership to the IBTCI Security and Operations Associate.
  • Serve as a secondary point of contact on behalf of the Security Department for senior management, staff (both home and field offices) at all levels to facilitate the adoption of and compliance with IBTCI’s Safety and Security Policy and Standards, in line with international standards.
  • Assist with monitoring compliance of IBTCI’s Safety and Security Policy and Minimum Operating Security Standards (MOSS).
  • Serve as an instructor to assist the Director of Security in the delivery of capacity building in safety security management for managers and safety and security training for all staff.
  • Facilitate the development of necessary global policies, procedures, plans for Personally Identifiable Information (PII) within IBTCI.
  • In collaboration with the IT Department, lead the development of necessary global policies, procedures and plans for cyber security.
  • Develop necessary global policies, procedures and plans for physical security.
  • Develop and refine daily security alerts, reports, travel briefs, country/program security plans following the standards in the IBTCI policy for security management, evacuation contingency and standard operating procedures.

 Risk Assessment

  • Assist in promoting the concept that safety and security should be among the first planning considerations in program activities.
  • Support business development activities for risk assessment and budgeting as they apply to proposal development and project implementation.
  • Partner with business development and program management to ensure that proposal and project budgets include adequate funding for security.
  • Contribute to the management of standards and processes which function to meet organizational duty of care towards its staff and enhance the safety, security and emergency preparedness at the headquarters and in the field.
  • Assist the Director of Security to ensure IBTCI temporary and permanent offices and hotels/residences are vetted, selected and maintained based on international standards of security.
  • Administer duties with travel through their website portal in order to track staff movement.
  • Assist in identifying approved hotel accommodations and source approved drivers and vehicles in places where IBTCI does not have a permanent office.
  • Other duties as assigned.

Qualifications

Required Knowledge, Skills and Abilities:

  • Excellent writing, research and organizational skills.
  • Demonstrated strict attention to detail.
  • Ability to handle multiple tasks under tight deadlines.
  • Excellent communication and interpersonal skills.

 Minimum Requirements:

  • 4-5 years of relevant work experience required.
  • Full proficiency in Microsoft Office, particularly Word, Excel and Powerpoint required.
  • Oral and written fluency in English required.
  • Willingness to travel and work abroad a minimum of 4-8 weeks per year.

 Education:  

  • Bachelor’s degree in International Affairs, Security, Terrorism, Intelligence or other relevant field.

 Working Environment:  Work is typically performed in an office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Supervisory Responsibility:  None.

 

Travel: International travel may be required.

 

Work Authorization:  Candidate must be authorized to work in the U.S.A.
