IBTCI is seeking a Senior Monitoring and Evaluation Specialist for our Performance Management and Support Program in Iraq.  The purpose of this project is to supplement the monitoring and program management efforts of USAID/Iraq staff and to verify, monitor and support USAID program performance evaluation in Iraq.  This position starts immediately.


Essential Duties/Tasks and Responsibilities:  

  • Provide oversight, recruitment for and participation in evaluations and assessments throughout the life of the project.
  • Ensure that short-term technical experts and evaluation team members are of a high caliber and possess appropriate technical expertise.
  • Serve as evaluation team leader for evaluations, including the production of high-quality reports.
  • Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques and other technical evaluation and analytical tasks.
  • Manage all day-to-day aspects of the field monitors to include training needs, work plans, communication, reporting, etc.
  • Responsible for ensuring the field monitors produce timely and high-quality reports for client review and approval.
  • Provide overall program management in the absence of the Chief of Party.
  • Any other duties as assigned.


Required Knowledge, Skills and Abilities:

  • Experience conducting monitoring and evaluation activities in no-permissive, conflict-prone or post-conflict reconstruction environments.
  • Oral and written fluency in Arabic highly desirable.


Minimum Requirements:

  • At least 7 years of demonstrable experience working in developing countries with broad general knowledge to ensure consistency to meet urgent deadlines.
  • Extensive experience in program performance monitoring for the improvement of ongoing project management.
  • Proven ability to report on the achievement of intended results.
  • Demonstrated experience in data collection and analysis, data quality assessments, statistical methods and/or performance monitoring and/or reporting.
  • Substantive technical expertise in the design and implementation of evaluations of development interventions.
  • Previous experience with evaluating compliance with gender policies and their implementation in the field.
  • Experience leading an evaluation team in international development evaluations.
  • Familiarity of the design and field test of surveys, questionnaires and/or other data collection instruments.
  • Oral and written fluency in English required.


Education:  Post graduate degree in international development, social administration or science, political science or other relevant field.


Working Environment:  Work is typically performed in an office environment, with some time spent in the field.


Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.


Supervisory Responsibility:  This position does have supervisory responsibilities.


Travel:  International travel may be required.
