    Classification:                                   This is an exempt level position



    IBTCI is seeking an Evaluation Methodologist for our Performance Management and Support Program in Iraq.  The purpose of this project is to supplement the monitoring and program management efforts of USAID/Iraq staff and to verify, monitor and support USAID program performance evaluation in Iraq.  The final evaluation will run from approximately November 2017 through March 2018.


    Essential Duties/Tasks and Responsibilities:  

    • Lead the design of the sampling frame.
    • Collaborate with a local data collection firm to ensure data quality.
    • Partner with Subject Matter Specialist to analyze qualitative data from Focus Group Discussions and Key Informant Interviews.
    • Any other duties as assigned.


    Required Knowledge, Skills and Abilities:

    • Previous experience in statistical analysis.
    • Experience working with qualitative and quantitative data.
    • Familiarity with community-based programming in fragile and/or conflict zones.
    • Experience with governance programming in fragile and/or conflict zones.
    • Oral and written fluency in Arabic highly desirable.


    Minimum Requirements:

    • Extensive experience in planning and conducting mixed-methods evaluations.
    • Experience designing sampling frames.
    • Oral and written fluency in English required.


    Education:  Post graduate degree in international development, social administration or science, political science or other relevant field.


    Working Environment:  Work is typically performed in an office environment, with some time spent in the field.


    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.


    Supervisory Responsibility:  This position does have supervisory responsibilities.


    Travel:  International travel may be required.
