    Overview:

    IBTCI is seeking a Public Administration and Good Governance Specialist for our Performance Management and Support Program in Iraq.  The purpose of this project is to supplement the monitoring and program management efforts of USAID/Iraq staff and to verify, monitor and support USAID program performance evaluation in Iraq.  This position starts immediately.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    • Develop draft work plan.
    • Prepare mid-term and final evaluation report, as well as the final presentation.
    • Any other duties as assigned.

    Qualifications

    Required Knowledge, Skills and Abilities:

    • Experience in the design, implementation and/or evaluation of USAID and other governance/public administration programs.
    • Oral and written fluency in Arabic highly desirable.

                                             

    Minimum Requirements:

    • At least 10 years of relevant experience in good governance and public administration.
    • Strong working knowledge of decentralization reforms and the implementation of decentralization reforms.
    • Strong knowledge of the Middle East region.
    • Oral and written fluency in English required.

     

    Education:  Bachelor’s degree in public administration, political science, economic, engineering or other related field required.

     

    Working Environment:  Work is typically performed in an office environment, with some time spent in the field.

     

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

     

    Supervisory Responsibility:  This position may have supervisory responsibilities.

     

    Travel:  International travel may be required.
