Overview: IBTCI is currently seeking a Chief of Party for the anticipated Scaling Up Nutrition (SUN) Learning and Evaluation Activity based in Zambia. The purpose of the Activity is to assess the effectiveness of the USAID SUN Technical Assistance (SUN-TA) Activity for improving the nutrition status of children under two years of age in 30 target districts in Zambia. The SUN Learning and Evaluation Activity will measure results at baseline, mid-line and end-line to assess changes in nutritional status of young children. In addition, the SUN Learning and Evaluation Activity will conduct focused research on interventions that have promising but limited evidence on improving nutritional outcomes and will carry out implementation science studies to determine high-impact intervention modalities in Zambia. This position is contingent upon award.
Essential Duties/Tasks and Responsibilities:
• Responsible for leading strategic planning and tactical implementation of the Activity, including technical, operational, financial, administrative and logistical management;
• Responsible for day-to-day operational oversight and administration of the Activity;
• Provide team leadership to ensure optimal collaboration and coordination with USAID/Zambia and key international and local stakeholders including USAID’s SUN-TA Activity, the National Food and Nutrition Commission, Zambian Ministries and entities overseeing nutrition and health sectors, and other key stakeholders;
• Ensure all deliverables are of high quality and completed in a timely manner in accordance to USAID guidelines as stipulated in the contract of the Activity;
• Serve as a liaison/primary point of contact between USAID and the Activity’s technical team;
• Direct and supervise the performance and delivery of services by all subcontractors; • Anticipate and address management issues and identify risks to implementation effectively and in a timely manner;
• Recommend effective and efficient course corrections and solutions to maximize achievement of expected outcomes as specified in the contract;
• Lead briefings and presentations for USAID, key stakeholders and other audiences as required.
Required Knowledge, Skills and Abilities:
• Extensive experience with population-based survey methods, implementation and analysis of nutrition and health interventions in developing countries, specifically in sub-Saharan Africa;
• Previous evaluation management experience of a USG health program activities and other donors in sub-Sahara Africa, particularly in Nutrition; Reproductive, Maternal, Newborn, Child, Adolescent Health (RMNCAH); Malaria; Orphans and Vulnerable Children (OVC) and Water, Sanitation and Hygiene (WASH) programs;
• Experience in designing and/or managing surveys and evaluations of public health interventions in developing countries; must have excellent analytical skills (both qualitative and quantitative);
• Experience conducting implementation science/implementation research studies related to nutrition and health is highly desirable;
• Knowledge of nutrition, agriculture, and WASH in Zambia is highly desirable;
• Proven experience in working effectively with senior and local government officials.
• Minimum of 12 years of diverse and progressively responsible experience in the successful managing of the design and conduct of international development analytics (evaluation, assessments, monitoring activities);
• Ability to recognize and implement methodological rigor in analytical work;
• Diverse experience working with donors and excellent communication, both verbal and written, skills; • Previous working experience in Zambia and/or Southern Africa region is highly preferred; • Exceptional presentation skills (oral and written) for technical and non-technical audiences; • Demonstrated team player with effective communication and interpersonal skills.
Education: An advanced degree in public health, nutrition, international relations, social science, statistics or related field.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs. Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: The candidate is required to travel as required by the SOW.
