Overview

IBTCI is developing a proposal for an anticipated five-year $24M USAID Analytical Services IDIQ contract that will provide analytical and other program support services including but not limited to assessment, performance monitoring, evaluation, development data management, collaboration, learning, outreach, and communications services, and to support Ukraine, Moldova and Belarus to strengthen the implementation of Country Development Cooperation Strategies (CDCS). Task Orders will extend up to two years beyond the period of performance.  In response to an illustrative final evaluation of the Support to Local Government program (SLG) in Moldova, under this IDIQ, we are seeking an Evaluation Specialist who will be responsible for developing the evaluations’ methodology using a mix of methodological evaluative approaches.  This position is illustrative.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Collaborate with key activity stakeholders from the GOM, local governments, civil society, private sector organizations, other donors and implementing partners to plan and conduct key informant interviews (KIIs), focus group discussions (FGDs), survey(s) of activity stakeholders and beneficiaries and direct observations and case study data.
  • Develop evaluation data collection instruments and protocols that reflect an understanding of gender roles and constraints.
  • Responsible for all logistical support of the evaluation activities, including translation/interpretation, transportation, accommodation, meeting/visit arrangements, office space, equipment, supplies, insurance and other contingency planning.
  • Contribute to the development of the final evaluation recommendation report.
  • Ensure timely submittal of all deliverables.

Qualifications

Required Knowledge, Skills and Abilities:

  • Knowledge of Eastern Europe/CIS region governance issues.
  • Experience in engendered evaluation methods and knowledge of gender issues in the public governance sector.

Minimum Requirements:

  • Oral and written fluency in English required. Proficiency in a locally spoken language (Russian, Ukrainian) preferred.
  • Minimum of 5 years of diverse experience in developing evaluation methodology and tools on performance evaluations of international development projects.
  • Strong knowledge of the USAID Evaluation Policy and evaluation reporting requirements.
  • Highly organized with strong attention to detail.
  • Ability and willingness to travel throughout Moldova.

Education:  Master’s degree in public policy, governance or related field.

 

Working Environment:  Work is typically performed in an office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Supervisory Responsibility:  This position does have supervisory responsibilities.

 

Travel:  International travel may be required.
