    Overview: MECC is a five-year contract implemented by IBTCI and its subcontractor, Management Systems International (MSI), to provide monitoring, evaluation, analytic, coordination, and research services to the Mission’s Country Development Cooperation Strategy (CDCS), and the USAID/DFID joint education program (ACCELERE!). It is intended to support Mission-wide objectives and provide analytical tools and services that allows the Mission to undertake performance management that will guide them in the full implementation of the CDCS PMP and ACCELERE! Results framework.  MECC services include performance monitoring, support to the Mission’s Learning Agenda, coordination among stakeholders at the provincial level, and M&E capacity building for Mission staff, IPs, and other relevant stakeholders.


    Essential Duties/Tasks and Responsibilities:  

    • Work closely with Team Leaders to identify data needs and solutions.
    • Provide robust technical oversight of data produced.
    • Provide leadership in MECC’s data management responsibilities, including serving as the field-based point of contact with IBTCI’s database management subcontractor
    • Oversee data verification and validation of all data managed by MECC, including but not limited to USAID/DRC, ACCELERE!, and MECC performance monitoring data.
    • Supervise data entry staff (interns, consultants, etc.).
    • Lead or support, as necessary, the conceptualization and/or design of data collection and analysis efforts, including designing methodologies, data collection tools, and data analysis plans.
    • Assist in the production and quality control of assessments, data, analytical reports, and evaluations;
    • Assist in the analysis of USAID CDCS PMP data, particularly in support of the Annual Mission Portfolio Review (MPR);
    • Suggest or prepare data visualizations for relevant reports, presentations, or other products; and
    • Oversee quarterly analysis and reporting of MECC’s internal performance monitoring data.
    • Other duties as assigned.


    Required Knowledge, Skills and Abilities:

    • Demonstrated knowledge of the following: database design and management, design of research methodologies, quantitative data analysis (including multivariate), experimental or quasi-experimental research design, data visualization.
    • Strong organizational skills, analytical capabilities, able to work in a fast-paced environment, demonstrated ability to handle multiple tasks.
    • Demonstrated skills in working collaboratively with others to create and maintain a team environment and culture.

    Minimum Requirements:

    • Advanced knowledge of Excel and Access.
    • Intermediate to advanced knowledge of one or more qualitative data analysis software applications, such as Atlas.ti or Nvivo.
    • Intermediate to advanced knowledge of one or more statistical and/or data mining products such as SPSS, R, Stata or SAS.
    • Oral proficiency in English and French required.


    Education: Bachelor’s degree in statistics, economics, mathematics or other related field required.  Master’s degree preferred.


    Supervisory Responsibilities:  This position does have supervisory responsibilities.


    Travel: International travel may be required.
