IBTCI is seeking a mid to senior level grants manager for the anticipated USAID/Uganda Monitoring, Evaluation, and Learning Contract. The five-year contract has the objective of achieving strengthened collaboration, learning and performance to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development.  The contract will help USAID/Uganda strengthen its Collaborating, Learning and Adapting (CLA) and overall performance through a broad range of technical assistance, professional development, logistics, small grants and other staff support. This position is contingent on award.


Essential Duties/Tasks and Responsibilities:  

  • Responsible for the day-to-day management of a comprehensive USAID grants program including: design and development of RFAs, proposal evaluation, grant issuance, monitoring and support and capacity building of sub-grantees during implementation, and closeout
  • Develop templates and administer grants in compliance with USAID regulations and IBTCI policies and procedures
  • Develop and implement a grants tracking system to ensure timely and accurate execution and monitoring of all grant agreements
  • Review and analyze budget estimates consistent with USAID grant and program requirements
  • Ensure grantee compliance with regard to financial, implementation, reporting, and other requirements
  • Train sub-grantees on proper management procedures and provide technical assistance as necessary
  • Manage grants software and train others on its use
  • Maintain communications with recipients to ensure smooth administration of sub instruments
  • Prepare and review grant documents
  • Perform environmental assessments
  • Review grant recipient reports and documentation for compliance with the agreement terms and conditions
  • Identify opportunities for capacity building of grantees
  • Liaise with technical teams as required
  • Other duties as assigned


Required Knowledge, Skills and Abilities:

  • Previous Grants Management Training experience strongly preferred
  • Prior Grants Manual experience is highly preferred.
  • Strong analytical skills to identify and assess credibility of organizations eligible of grants
  • Ability to train partners on grant management and required reporting highly preferred
  • Ability to manage large budgets and client relations/expectations
  • Excellent interpersonal and leadership skills, including a demonstrated effectiveness in communication with clients and other project stakeholders
  • Experience in mentoring, coaching and skills transfer
  • Demonstrated ability to work under pressure with limited guidance
  • Experience in Uganda, and East Africa, is strongly preferred



Minimum Requirements:

  • At least 5 years of experience managing and administering U.S. Federal grants required. Experience with USAID-funded grants under contract highly preferred.
  • Experience working with USG supported projects and knowledge of financial rules and regulations, including fiscal controls and fund accounting procedures
  • Prior experience managing grants for complex initiatives
  • Proficiency in MS Office suite, including Word, Excel and Outlook
  • Oral, written fluency in English is required

Education:  Bachelor degree in Business, Finance, Economics or related filed is highly required. Master’s degree preferred.


Working Environment:  Work is typically performed in an office environment.


Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position does have supervising responsibilities.


Travel:  International travel may be required.
