    Classification: This is a managerial, exempt level position and is not eligible for overtime

    Overview:

    IBTCI is seeking a Chief of Party (COP) for its Eastern and Southern Caribbean Monitoring and Evaluation Support Services (ESC MESS) project, located in Bridgetown, Barbados. The COP will be responsible for hands-on M&E technical work and providing the vision and overall leadership to the project team.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    • Implement monitoring and evaluation technical work for USAID projects, including design of project monitoring, training and conducting evaluations and/or assessments and specialized operations in the field.
    • Ensure all project tasks are completed on time and project objectives are met successfully.
    • Serve as the primary point of contact with USAID regarding day-to-day activity, implementation and management matters related to the contract.
    • Ensure all assistance provided is technically sound and appropriate for the needs to be addressed.
    • Manage the work of all experts/personnel provided under the contract, and lead the field team.
    • Coordinate all activities related to evaluation services, ensuring production and completion of quality reports in conformance with all task orders.
    • Serve as the primary point of contact for progress and current status of all activities under the contract.
    • Establish appropriate mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported.
    • Manage the preparation and presentation of implementation plans and all reports.
    • Required to be in-country to perform the essentials duties of this position.
    • Manage all fiduciary duties in a responsible and professional manner.
    • Other duties as assigned.

    Qualifications

    Preferred Knowledge, Skills and Abilities:

    • Previous experience in performance and impact evaluation designs, methodologies and practical applications, including baseline data collection methodologies.
    • Working knowledge of global and regional development indicators/indexes.
    • Familiarity with USAID’s objectives, approaches and operations, particularly related to evaluations, is a plus.
    • Excellent communication and interpersonal skills.

    Minimum Requirements:

    • Senior level experience with progressively responsible management required, including experience with USAID funded M&E projects.
    • Strong experience in monitoring and evaluation and/or conducting evaluations and assessments in developing countries.
    • At least 5 years of experience leading project management teams.
    • Must have appropriate technical knowledge of M&E related to the identified technical areas required.
    • Oral and written fluency in English required.

    Education: Bachelor's degree in social sciences, business management, international development, economics, political science, public administration or related field required; Master's degree preferred.

    Working Environment: Work is typically performed in an office environment.

    Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

     

    Supervisory Responsibility: This position does have supervisory responsibilities

     

    Travel:  Travel is essential and may include travel to fragile and conflict-affected areas.  An average of 25%-35% travel for project implementation and/or project management duties.  Percentages may vary depending on IBTCI business needs.
