    International Business & Technical Consultants, Inc.     Classification:                               This is a managerial, exempt level position



    IBTCI seeks a Chief of Party for our Performance Management and Support Program in Iraq.  The purpose of project is to supplement the monitoring and program management efforts of USAID/Iraq staff and to verify, monitor and support USAID program performance evaluation in Iraq.  


    Essential Duties/Tasks and Responsibilities:  

    • Provide strategic direction and overall supervision and successful management of the program.
    • Develop and oversee program work plans and budgets based on expected program outputs and results using an adaptive management approach.
    • Identify issues and risks related to program management in a timely manner.
    • Track performance monitoring analysis and apply course correction as needed.
    • Ensure management of sound administrative practices with regard to recordkeeping in accordance with both donor regulations and internal policies.
    • Manage the project’s financial resources in accordance with the budget as well as donor and IBTCI policies.
    • Serve as the key liaison between IBTCI and USAID/Iraq.
    • Supervise, develop and mentor staff.
    • Imperative to ensuring a smooth running project, the maximum time spent away from post is a ceiling of 45 workdays per one year of tour of duty.
    • Any other duties as assigned.


    Preferred Knowledge, Skills and Abilities:



    • Substantial experience managing complex, multi-year donor-funded programs, preferably with USAID.
    • Experience conducting monitoring and evaluating activities in non-permissive, conflict-prone or post-conflict reconstruction environments.
    • Relevant experience in managing conflict-sensitive projects of similar size and scope in post-conflict zones, preferably in the Middle East.
    • Solid knowledge of USAID Rules and Regulations.
    • Strong ability to manage and deal with diverse stakeholders.
    • Willingness to work for extended periods in insecure and diverse environments.
    • Demonstrated high quality analytical and problem solving skills.
    • Strong leadership skills and ability to manage change effectively.
    • Excellent communication and interpersonal skills.


    Minimum Requirements:

    • At least 10 years of previous experience in developing countries required.
    • Demonstrated ability to achieve results in a demanding and fast paced environment.
    • Extensive technical knowledge of monitoring, evaluation methods and performance management including indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design and planning, experimental/quasi-experimental evaluation design, and management/dissemination of evaluations.
    • Demonstrated skills to ensure professional consistency in spite of urgent deadlines required.
    • Proven track record of progressively responsible experience in project/program management.
    • Knowledge of development assistance programming monitoring and reporting.
    • Successful leadership in a multi-cultural environment in a development context.
    • Demonstrated experience managing, mentoring and developing staff.
    • Proven experience of management competence, professional achievement, leadership and interpersonal skills.
    • Previous experience with design and management of monitoring and evaluation systems for development projects required.
    • Proven track record of accomplishment, professional achievement, management competence, leadership and interpersonal skills required.
    • Oral and written fluency in English required. Fluency in Arabic desirable.
    • Ability and willingness to safely enter and exit a large, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. 

    • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.



    • Master’s degree in international development, social administration or political science required.


    Working Environment:  Work is typically performed in an office environment.


    Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.  This position requires the incumbent to be mobile and agile at a moment’s notice in case of an emergency.


    Supervisory Responsibility:  This position does have supervisory responsibilities.


    Travel:  International travel required and may include travel to fragile and/or post-conflict zones.
