    Overview:  IBTCI is seeking a Monitoring & Verification Manager to support the USAID/Yemen Monitoring and Evaluation Project II (YMEPII), a multi-year project focusing on the provision of Monitoring, Evaluation, Learning, and Research services across numerous development sectors in Yemen. This position will focus on research, planning and monitoring and verification process management; relationship management, database management; training; and line management.  


    The position involves both the planning and oversight of a detailed, high tempo work plan for M&V, and ensuring that the M&V activities are coordinated effectively and efficiently in the delivery of high quality deliverables.


    The M&V Manager collaborates closely with program and administrative staff in Amman, Jordan and at the IBTCI Home Office to ensure adherence to organizational program standards, procedures and contract requirements. This requires liaising with individual program staff, consultants and Third Party Monitor firms and coordinating and ensuring proper implementation of the program in accordance with IBTCI and USAID policies.


    The M&V Manager supports the COP in maintaining a collaborative team environment and good relations with USAID and its Implementing Partners and all other stakeholders. This position is open to Jordanian nationals only.


    Essential Duties/Tasks and Responsibilities:  


    Planning and Monitoring &Verification Process Management

    • Directly responsible for the day-to-day implementation of all key Planning and M&V work processes (monitoring site visits planning, follow-up and reporting).
    • Maintain a thorough knowledge and understanding of all USAID Implementing Partners’ (IP) key activities, target populations and implementation approaches.
    • In cooperation with the Tool Development Consultant, develop relevant M&V tools and protocols that reflect client’s needs for each Implementing Partner and against the overall USAID activity portfolio.
    • Work closely with the Chief of Party on site selection, tool/protocol application and revision as well as M&V policies and strategy.
    • Routine monitoring of the M&V master work plan and workflow processes and problem-solving against constraints experienced in consultation with the COP, Senior M&E Officer and Office Manager.
    • Monitor compliance with contract delivery requirements and USAID policies
    • Propose appropriate M&V policies and implementation strategy, and update periodically in consultation with the Chief of Party/Senior M&E Officer (SMEO).
    • Sign-off all individual M&V reports presented by report writers prior to submission to USAID.
    • Manage M&V folders and update senior management as needed.
    • Troubleshoot and problem-solve challenges arising in the field with tact and diplomacy.

    Relationship and Reporting Management

    • Serve as the main point of contact with USAID IPs to enable efficient and timely communication on all M&V related matters, including tool development, feedback on site selection list, access to IP databases/ work plans on range of sub-activities to be monitored.
    • Manage all documentation related to IPs, including documents received from IPs as per verification requirement, information sheets, versions of individual M&V reports and IP feedback trail.
    • In coordination with the Office Manager, develop and maintain a tracking system for effective performance management of TPM outputs and approval of TPM deliverables.
    • Play a key role in the coordination with the TPM Partners to ensure they are meeting USAID and IBTCI quality standards, and that they receive regular feedback regarding the same.
    • Coordinate with the TPM Partners in problem-solving and responding to issues identified in field processes;
    • Contribute to the presentation of M&V findings to USAID and IPs as required. .
    • In collaboration with the COP and SMEO, contribute to the development of TPM learning agenda, including lessons learnt and best practices periodical reviews.


    • Develop and update training materials in key aspects of monitoring and verification tools, protocols and processes.
    • Facilitate training to field staff (if applicable) and third party monitoring contracted firms, using Trainer-of -Trainer and adult learning methodologies.

    Line Management

    • Directly manage workload and performance of YMEP II Office Manager, using dedicated performance management tools and processes / policies.
    • Approve Field Supervisor monthly invoices.
    • Other duties/tasks as assigned. 


    Preferred Knowledge, Skills and Abilities:

    • Knowledge of relevant USAID rules and regulations (incl. ADS 204 and ADS 320) related to monitoring and verification activities and approaches.
    • Ability to multi-task within tight deadlines.
    • Strict attention to detail.
    • Strong collaborative and relationship management skills.

    Minimum Requirements:

    • At least ten years of international experience in the management, monitoring and evaluation of development programs.
    • Experience in developing monitoring and verification tools, and training and managing staff in effective use of those tools.
    • Ability to travel to Europe and the US.
    • Strong oral and written communication skills.
    • Oral and written fluency in English and Arabic required.

    Education:  Bachelor's degree in the field of evaluation, international development or a related technical field required. Graduate degree preferred.


    Working Environment:  Work is typically performed in an office environment.


    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.


    Supervisory Responsibility:  This position does have supervisory responsibilities.


    Travel:An average of 25% to 35% travel for project implementation and/or project management. Percentages may vary depending on business needs.  May include travel to fragile and/or conflict-prone zones.


    Work Authorization:  Must be authorized to work in Jordan.  Visa sponsorship is not available for this position.
