    Job Title:  Senior Evaluation Methodologist        

    Department/Location: Washington D.C.     

    Reports To:  Home Office Project Director                                 

    Type: Regular Full-Time

    Classification: Exempt                                   

     

    Overview: IBTCI is seeking multiple Senior Evaluation Methodologist(s) to support the Defense Security Cooperation Agency’s (DSCA) Security Cooperation (SC) programs with programmatic support services to lend experienced expertise to high priority and high visibility programs. The work to be included under this program will be performed at DSCA offices in Arlington, VA. Secret Clearance is required.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    • Lead evaluation methodology and design.
    • Provide relevant technical guidance.
    • Identify and execute appropriate agreed upon tools and methodology.
    • Conduct field work and research.
    • Other duties as assigned.

    Qualifications

    Preferred Knowledge, Skills and Abilities:

    • Experience in project monitoring and evaluation for security cooperation or coordination for DoD.
    • Familiarity with American Evaluation Association (AEA) standards.

    Minimum Requirements:

    • 10 years’ experience in evaluation and performance management of projects; research methods;  and/or project design.
    • Experience in conducting project monitoring and program evaluations, surveys assessments, and data analysis.
    • Knowledge of international best practices on project design, implementation, evaluation and learning.
    • Strong interpersonal, writing and presentation skills.
    • Secret Security Clearance.

    Education:  Master's degree in Evaluation Sciences or in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline; PhD preferred.

     

    Working Environment:  Work is typically performed in an office environment.

     

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

     

    Supervisory Responsibility:  This position does not have supervisory responsibilities.

     

    Travel:  International travel may be required.

     

    Work Authorization:  Candidate must be authorized to work in the United States.
