    Job Title: Program Manager-Training

    Department/Location: Arlington, VA

    Reports To: Home Office Project Director

    Type: Regular Full-Time

    Overview: IBTCI is seeking a Program Manager to support the Defense Security Cooperation Agency’s (DSCA) Security Cooperation (SC) programs with programmatic support services to lend experienced expertise to high priority and high visibility programs. The work to be included under this program will be performed at DSCA offices in Arlington, VA. Active Secret Clearance is preferred.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    • Provide the U.S. Department of Defense (DoD) with training curriculum and requirements to the AM&E of Security Cooperation Programs
    • Oversee and perform the handling and the day-to-day management and administration of program tasks
    • Other duties as assigned.

    Qualifications

    Preferred Knowledge, Skills and Abilities:

    • 5 years of management experience, leading multi-disciplined teams of analysts, and other personnel
    • 5 years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a national organization, an NGO/IGO, the UN, or private industry
    • Experience as a military officer or civilian in the security sector for a department, agency or bureau of the U.S. government, to include experience and knowledge of defense policy and operations,
    • Executive-level management experience, leading multi-disciplined teams of analysts, and other personnel, including requirement gathering, design, implementation, and ongoing program management
    • Experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a department, agency or bureau of the US government, a national organization, an NGO/IGO, the UN, or private industry,
    • Experience developing assessment and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods
    • Experience producing written reports and developing platforms to present monitoring data such as dashboards or other updateable graphic presentations of data, and conducting, analyzing, presenting and incorporating program and activity evaluations.

    Minimum Requirements:

    • 5 years of project management experience, including requirement gathering, design, implementation, and ongoing program management.

    Education: Bachelor’s degree.

     

    Working Environment:  Work is typically performed in an office environment.

     

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

     

    Supervisory Responsibility:  This position does not have supervisory responsibilities.

     

    Travel:  International travel may be required.

     

    Work Authorization:  Candidate must be authorized to work in the United States.
