    Classification:                                   This is a managerial, exempt-level position and is not eligible for overtime pay.

     

    Overview:  IBTCI is seeking an Interim Chief of Party.  This position may serve in various locations depending on the needs of the business.  The successful candidate will serve in a particular location for two-eight weeks.  Locations may include Africa, Middle East and/or Asia.  This position will report to the HO Project Director.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    • Provide overall vision, leadership and guidance for the project with key internal and external stakeholders including USAID, host governments, donors, etc.
    • Provide overall project management for technical operations, ensuring project tasks are completed on schedule and that objectives are met.
    • Oversee the human resources, accounting and contracting elements of the project, ensuring transparency and compliance with USAID regulations.
    • Adhere to IBTCI’s standard operating procedures, protocols and policies.
    • Oversee IBTCI’s partners/subcontractors, ensuring the quality of deliverables and compliance with USAID policies and guidance, in particular with ADS 203 Evaluation Policy.
    • Ensure USAID assets and equipment are effectively managed and utilized.
    • Supervise the project team consisting of key personnel and support staff, fostering a spirit of collaboration and team morale and high levels of performance.
    • Ensure project financial systems are in place and expenses are accounted with transparency; ensure quarterly financial reports to USAID are accurate and submitted on time.
    • Ensure all project deliverables, including quarterly and annual progress reports, evaluation reports and other deliverables are submitted to USAID on a timely basis and consistent with IBTCI’s high standards.
    • Ensure the Annual Work Plan is updated and submitted to USAID in a timely manner.
    • Serve as the main point of contact and liaison with USAID, implementing partners, host governments, other donors and stakeholders.
    • Communicate regularly with IBTCI home office, escalating issues when necessary.
    • Responsible for ensuring assistance provided by local or international experts is technically sound, appropriate for the needs being addressed and meets USAID’s and IBTCI’s standards of quality.
    • May be required to be in-country to perform the essential duties of this position.
    • Manage all fiduciary duties in a responsible and professional manner.
    • Travel is essential and may include travel to fragile and conflict-affected areas.  An average of 25%-35% travel for project implementation and/or project management duties.  Percentages may vary depending on IBTCI business needs.
    • Other duties as assigned.

    Qualifications

    Preferred Knowledge, Skills and Abilities:

    • Strong interpersonal and communication skills.
    • Strict attention to detail.
    • Ability and willingness to work with all levels of the organization.
    • Previous supervisory experience highly desired.
    • Well organized self-starter.

     Minimum Requirements:

    • At least 15 years of experience successfully managing complex international public health programs including implementation, logistics, budget and staffing funded by USAID and/or international project in Africa, ideally in francophone West Africa.
    • Demonstrated ability in the concepts, principles, methods and techniques of delivering public health programs for family planning, maternal and child health and HIV/AIDS.
    • Demonstrated skills in effectively negotiating with host governments, regional institutions (e.g. WAHO), donors, UN agencies, other USAID projects, local organization and partners.
    • Demonstrated ability to successfully manage and develop staff in a multi-country setting.
    • Proven ability to manage contracts and all required reporting requirements.
    • Ability to perform internal control functions to manage day-to-day operations of the project.
    • May be required to be in-country to perform the essential duties of this position.
    • Manage all fiduciary duties in a responsible and professional manner.
    • Travel is essential and may include travel to fragile and conflict-affected areas.  An average of 25%-35% travel for project implementation and/or project management duties.  Percentages may vary depending on IBTCI business needs.
    • Oral and written fluency in English required. Proficiency may also be needed in French, Spanish and/or Arabic.

     

    Education:  Master’s degree in related field required; PhD preferred.

     

    Working Environment:  Work is typically performed in an office environment.

     

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

     

    Supervisory Responsibility:  This position does have supervisory responsibilities.

     

    Travel:  Travel is essential and may include travel to fragile and conflict-affected areas.  An average of 25%-35% travel for project implementation and/or project management duties.  Percentages may vary depending on IBTCI business needs.
