    Overview:   IBTCI is currently seeking a qualified Senior Technical Advisor for work under a monitoring and evaluation support services project funded by the United States Agency for International Development Iraq Mission (USAID/Iraq). The USAID/Iraq-funded Performance Management and Support Project (PMSP) is a multi-year project focusing on the provision of Monitoring, Evaluation and support services to USAID. The Senior Technical Advisor will work closely with the PMSP Chief of Party to review and provide technical input into deliverables and technical documents, as well as providing other support to PMSP. This position is 70% remote, with an estimated 30% time in Iraq.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    • Review project deliverables and reports to ensure technical rigor;
    • Work in concert with Senior M&E Specialist (SMES) in the development and/or revision of monitoring tools and protocols, through collaboration and/or peer review;
    • Conduct spot checks and/or analysis of data collected under PMSP task 2, as directed by the COP;
    • Oversee field based data collection for activities monitored;
    • Coordinate the creation of a Performance Monitoring Plan including assessing the validity of the information and indicators that contribute to that plan;
    • Assist in developing and planning evaluations and assessments;
    • Travel to Baghdad when directed by COP and approved by USAID, no more than once a quarter (to serve as Acting SMES while the SMES is on R&R};
    • In addition to SMES R&R coverage, travel to Baghdad at other times as necessary and approved by USAID to support PMSP activities;
    • Serve as interim COP or SMES should either position be vacant, and
    • Other tasks as assigned by the COP.

    Qualifications

    Preferred Knowledge, Skills and Abilities:

    • Experience in working in Iraq
    • Ability to work remotely to support ongoing monitoring and evaluation activities
    • Ability to speak Arabic is welcome but not required.

    Minimum Requirements:

     

    • At least 10 years of experience in international development M&E, including significant experience monitoring and evaluating USAID strategies, projects and/or activities and developing M&E frameworks and PMPs;
    • Oral and written fluency in English required with excellent report writing skills;
    • Strong verbal and written communication skills, including distilling complex concepts and/or data into user-friendly and accessible English-language reports and products;
    • Substantive experience in program performance monitoring for the improvement of ongoing project management and reporting on achieving intended results;
    • Demonstrated understanding and professional use of qualitative and quantitative research methods;
    • Experience in developing and implementing various standard monitoring and evaluation protocols (including all quantitative and qualitative tools and survey designs when applicable) for different programs, research studies, and third party assignments;
    • Develop methodologies for conducting base line studies, process review, monitoring and evaluation studies and impact assessment studies for the client and/or various partners;
    • Supervise data management and analysis in both SPSS and SAS;       
    • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
    • Ability and willingness to work for extended periods in insecure and diverse environments.
    • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
    • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

    Education:  B.A. or B.S or international equivalent in international affairs, international development, business administration, statistics, social sciences, or other relevant field required; graduate degree preferred

     

    Working Environment:  Work is typically performed in an office environment.

     

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.  This position requires the incumbent to be mobile and agile at a moment’s notice in case of an emergency.

     

    Supervisory Responsibility:  This position does have supervisory responsibilities.

     

    Travel:  International travel may be required and may include travel to fragile or conflict-prone zones.
