    Job Title: Chief of Party

    Department/Location: Malawi

    Reports To:  Project Director

    Type: Regular, Full-Time

    Classification:  This is a managerial, exempt-level position       



    IBTCI seeks a Chief of Party (COP) to oversee and manage an anticipated Mission-wide, multi-million M&E and capacity building contract. The COP will serve as the individual bearing primary responsibility for technical aspects of contract performance, including design and advice on technical M&E and Collaborating, Learning, and Adapting (CLA) activities, providing central oversight, and maintaining acceptable standards of quality for tasks assigned. The COP position will be full-time, based in Lilongwe, Malawi for the duration of the project.  The period of performance is expected to be from around mid-2020 until mid-2025.  This position is contingent upon award.


    Essential Duties/Tasks and Responsibilities:  

    • Provide overall team leadership and strategic, technical, and financial guidance on MEL, knowledge management, support and capacity building contract to USAID.
    • Ensure high quality data collection and analysis, and capacity building efforts across all contract products and services.
    • Ensure the timely submission of all deliverables and products.
    • Serve as the primary point of contact with USAID and represent project team to key stakeholders.
    • Present findings at conferences and in other international venues.
    • Provide quality control, ensuring that all assistance and work products are technically sound, include rigorous analyses, use dynamic data visualizations, are of publishable quality and meet USAID MEL policies and standards.
    • Travel in country is essential and may include travel to fragile and conflict-affected areas.  
    •  An average of 25% to 35% travel.
    • May be required to be in-country to perform the essentials duties of this position.
    • Manage all fiduciary duties in a responsible and professional manner.
    • Other duties as assigned.


    Preferred Knowledge, Skills and Abilities:

    • Strong knowledge of program management activities.
    • Significant experience in Malawi and/or Southern Africa highly preferred.
    • Familiarity with USAID monitoring approaches (performance, context and complexity-aware), and evaluation approaches (performance, outcome and impact).
    • Familiarity with USAID’s Collaboration, Learning and Adaptability (CLA) model and tools.
    • Significant experience managing USAID contracts and fulfilling all reporting requirements.
    • Excellent analytic skills, oral and written communication skills, interpersonal skills, and team management skills.
    • Experience with programming focused on economic development, food security, agriculture, and/or gender equality is preferred.
    • Knowledge and/or experience in using mobile technologies for data collection and GPS mapping a plus.
    • Cross-sectoral experience desirable, including education, health, and/or governance.


    Minimum Requirements:

    • A minimum of 15 years of project management experience.
    • Experience leading USAID-funded projects of similar size and scope.
    • Excellent leadership and communication skills.
    • Oral and written fluency in English required. Fluency in Chichewa language a plus. 


    Education:  Master’s degree in social sciences, health, business management, international development, economics, political science, public administration or related field required.


    Working Environment:  Work is typically performed in an office environment, with some time spent in the field.


    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.


    Supervisory Responsibility:  This position does have supervisory responsibilities.


    Travel:  Travel is essential and may include travel to fragile and conflict-affected areas. This position is based in Lilongwe, Malawi and will require travel throughout the country. An average of 25%-35% travel for project implementation and/or project management duties.  Percentages may vary depending on IBTCI business needs.
