    Classification:                                   This is an exempt level position and is not eligible for overtime pay

     

    Overview: IBTCI is seeking a Senior Monitoring and Evaluation Specialist for a proposal for the five-year Yemen Continuous Learning and Evaluation program (YCLE). The purpose of YCLE is to provide a wide range of services to USAID to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen programs; and learn and adapt for improved effectiveness.

     

    This position is contingent upon award.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    • Design programs, protocols, and instruments for gathering, analyzing, and assessing data and information that will satisfy USAID/Yemen’s understanding of project impact and advancement toward strategic goals.
    • Ensure the quality of data from YCLE monitoring, evaluations, assessments or other studies meets expected standards.
    • Produce reports, presentations, and other products to disseminate data, findings, conclusions, and recommendations from YCLE monitoring, evaluations, assessments, or other studies.
    • Identify additional resources that may be required to successfully deliver YCLE services.
    • Other duties as assigned.

    Qualifications

    Preferred Knowledge, Skills and Abilities:

    • Fluency or working proficiency in Arabic is a plus.
    • Strong knowledge of performance monitoring systems, including indicator development, data collection and analysis, and data quality assessments.
    • Proven experience with third party monitoring systems, including data collection tools and site selection methodologies;
    • Experience managing analysis, synthesis, documentation and dissemination of lessons for a range of stakeholders.
    • Excellent organization and writing skills and a demonstrated ability to deliver a quality written product;
    • Proven ability to design and field testing surveys, questionnaires, and/or other data collection instruments.
    • Previous experience managing data collection teams;
    • Prior experience working in Yemen preferred

    Minimum Requirements:

    • At least 8 years’ experience conducting MEL for development programs, including at least three on USAID-funded initiatives;
    • Excellent oral communication, presentation, and interpersonal skills.
    • Oral and written fluency in English required. Proficiency in Arabic preferred.

    Education:  Bachelor’s degree in international affairs, social sciences or related field. Master’s degree preferred

     

    Working Environment:  Work is typically performed in an office environment.

     

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

     

    Supervisory Responsibility:  This position does not have supervisory responsibilities.

     

    Travel:  International travel may be required and may include travel to fragile and/or conflict-prone zones.
