Overview

International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a dynamic Business Development/Proposal Manager with experience to work in our Vienna, VA home office. This position will be responsible for full life-cycle proposal management including leading color review meetings.

Please note this is a temporary position for approximately 4-6 months beginning in April. 

Responsibilities

Essential Duties/Tasks and Responsibilities

  • Lead capture activities, including conducting research, analyzing competition and potential partners, current implementation efforts, etc.
  • Read and interpret solicitations to identify critical items required for compliant responses, developing strategic win themes.
  • Establish and execute a winning capture strategy, establishing partnerships and shaping new business opportunities to match company capabilities and experience.
  • Lead live full life-cycle proposals, ensuring timeliness and compliance of technical and cost proposals by managing proposal outlines, calendars, compliance checklists, trackers, etc.
  • Facilitate white boarding sessions.
  • Lead proposal color review meetings.
  • Manage competitive range/BAFO responses and/or questions.
  • Facilitate after action review meetings.
  • Oversee completion of all proposal components working in collaboration with the proposal team.
  • Ensure technical cost proposals meet all solicitation requirements.
  • Coordinate with business development team and other departments as needed to meet IBTCI’s new business goals.
  • Supervise and mentor Business Development Associate(s).
  • Any other job duties as assigned.

 

Qualifications

Minimum Requirements

  • At least 5 years of business development experience.
  • At least 3 years of experience managing teams.
  • Ability and willingness to work with all levels of the organization.
  • Demonstrated experience with US donor-funded RFP/RFA/RFQs, particularly USAID.
  • Demonstrated ability to manage proposals, including analysis of RFP, translation into a work structure breakdown, development and cost proposal management.
  • Excellent English writing and editing skills.
  • Oral and written fluency in English required; fluency in another language preferred.

Preferred Knowledge, Skills and Abilities

  • Experience managing proposals of over $750K.
  • Concentration in International Development, International Business, Marketing or a related field preferred.
  • Strong interpersonal and communication skills.
  • Demonstrated leadership abilities.
  • Strong multi-tasking capabilities.
  • In-depth proposal management skills strongly preferred.
  • Shipley certification desired.

Education:  Bachelor’s Degree in International Affairs, International Development, Economics, Business Administration, English or related field.

 

Working Environment: Work is typically performed in a corporate office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Supervisory Responsibility:  This position does have supervisory responsibilities.

 

Travel:  International travel may be required and may include travel to fragile and/or conflict-prone zones.

 

Work Authorization:  Candidate must be authorized to work in the U.S.A.  Visa sponsorship is not available for this position.
