Overview: 

IBTCI seeks an experienced Monitoring, Evaluation and Learning (MEL) Specialist to support the Yemen Monitoring, Evaluation, and Learning Project (YMELP). The period of performance is one (1) year with the possibility of extension.

Responsibilities

Essential Duties/Tasks and Responsibilities:  

  • Review raw data per site visit to ensure compliance with USAID Data Quality Standards
  • Review the individual monitoring reports for the assigned visits as per DCOP to ensure quality, consistency, free of factual errors or incomplete information.
  • Coordinate with the sub-contracting firm and/or IPs to handle any of the concerns raised during the reports review before submitting the reports for further reviews by DCOP.
  • Assess if the assigned flags for the assigned visits per DCOP are appropriate with sufficient supporting reasons as per the YMELP’s guidelines.
  • Alert the DCOP to any ‘hot button’ issues identified in the site visit reports as soon as they are identified against predefined criteria provided by YMELP
  • On a monthly basis, summarize the areas for improvement per each sub-contracting firm and share that with staff in concern for further follow up and capacity building.
  • On a monthly basis, summarize the areas for improvement for each IP for further follow up as part of learning and building capacity.
  • On a monthly basis, summarize the areas of concerns/trends for each sector for learning purpose and sharing knowledge. This includes networking with staff in concerns in the IPs for furthering the knowledge about the sectors of concern.
  • Incorporate the learnt lessons on areas for improvement with other MELs’ findings for other IPs as basis to prepare for the regular quarterly or monthly meeting with IPs for sharing feedback and learning purpose.
  • On quarterly basis prepare jointly with the other MEL a short report on areas of improvement noted during the quarter, learnt lessons shared with IPs, actions taken, and progress achieved. This is to be broken down per IP and per sector. The report is to be shared with DCOP for further processing as part of the regular reports to the clients.
  • Contribute to the development and periodic review of all YMELP Training materials related to Third Party Monitoring activities, and take a lead role in the provision of training to subcontractors, both remotely from Jordan to Yemen and directly at training events in Amman.
  • Contribute, as per DCOP guidance, in the learning events and Evaluation tasks to be conducted by YMELP.
  • Represent YMELP in a professional manner and positive attitude when engaging with IPs.
  • Participate as appropriate in events or gathering by IPs or clusters that enhance the knowledge on specific sector and or programming.
  • For the site visits with red flags, conduct joint or independent visits based on the instruction by DCOP for data triangulation purpose or addressing progress of reasons led to assign the red flag.
  • Conducting quality control visits to the sites visited by subs. This is per request of the DCOP.
  • Conducting quality control calls with field staff in the visited sites.
  • Conducting Data Quality Assurance (DQA) for the data in relation to specific indicators in use by specific IPs (to be assigned by DCOP in coordination with the IPs and clients).
  • Any other related tasks as assigned by the DCOP/COP.
  • Other duties as assigned.

Qualifications

Preferred Knowledge, Skills and Abilities: 

  • Experience in reviewing monitoring and evaluation reports.
  • Five years of monitoring, evaluation and learning experience, the inclusion of training and capacity building as part of the role.

Minimum Requirements: 

  • Experience in reviewing monitoring and evaluation reports is a preference.
  • Previous experience in working on Third-Party Monitoring projects.
  • Previous experience in conducting DQAs.
  • Excellent knowledge of Yemini conflict, context culture and norms.
  • Residency of Amman in Jordan or short commuting areas.
  • Written and spoken English and Arabic

 Education: Bachelor degree or equivalent higher education.

 

Working Environment:  Work is typically performed in an office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Supervisory Responsibility:  This position does not have supervisory responsibilities.

 

Travel:  Travel may be required mainly in Amman and to IPs organizations. 

 

Work Authorization:  Candidate must be authorized to work in Jordan
