IBTCI is seeking a Local Evaluator in Ukraine for a performance evaluation of two projects focusing on trade in Europe, Eurasia, and Central Asia: (1) the Commercial Law Development Program (CLDP) and (2) the Special American Business Internship Program (SABIT). Both projects are being managed by the U.S. Department of Commerce, though the evaluation is being carried out by the U.S. Department of State, Office of the Coordinator of Assistance to Europe, Eurasia and Central Asia. This can be either a mid-level or senior-level position. The period of performance for the evaluation is five months, expected to begin immediately and go through mid-July 2020.


Scope of Work:  

  • Serve as Local Evaluator and assist in evaluation planning and logistics (i.e. scheduling and travel), and translations
  • Do evaluation design, data collection, data recording and data analysis, in collaboration with other evaluation team members;
  • Carry out and write report draft and finalization.
  • Other duties as assigned.



Serve in the above consultant capacity to support the IBTCI technical practice of Social, Economic, and Agricultural Development.


  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.


Minimum Requirements:

  • Four (4)+ years of work experience in monitoring and evaluation;
  • Five (5)+ years of work experience in post-Soviet Union countries;
  • Excellent oral and written skills in Russian are required.


Education:  Master’s degree in Global Affairs, International Development, Monitoring and Evaluation or related fields is required. PhD preferred.


Preferred Knowledge, Skills and Abilities:

  • Experience in international donor development programming in the country of focus;
  • Evaluation experience, including development and use of quantitative and qualitative research tools
  • Gender analysis skills;
  • Experience in the technical sectors of focus;
  • Report writing skills;
  • Proficiency in one or more local language and proficiency in English preferred;
  • Experience working on State Department and/or Department of Commerce evaluations is highly preferred.



Supervisory Responsibility:  This position does not have supervisory responsibilities.


Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.


Travel:  Travel in and around Ukraine will be required.
