IBTCI is currently seeking a Finance & Administration Director for a proposal for the five-year Mali Monitoring, Evaluation and Learning (MEL) Platform. The purpose of this project is to establish a monitoring platform which will 1) conduct third-party monitoring on behalf of USAID Mali; 2) conduct data quality assessments data collected in non-permissive environments; and 3) provide logistical support for external USAID Mali meetings/events.  This position is contingent on award.


Essential Duties/Tasks and Responsibilities:

  • Responsible for all financial management, logistical operations, and human resources management.
  • Assist the Chief of Party with team building, office set up, administration, contract compliance, and payroll to ensure that the team achieves and reports on all benchmarks and deliverables.
  • Manage all aspects of the day-to-day operations of finance functions in the project office.
  • Ensure compliance with IBTCI and USAID policies and procedures.
  • Organize purchases of office materials and supplies and procure other project needs in collaboration with the PM and in accordance with IBTCI procedures. Collaborate with the IBTCI HO on larger procurements.
  • Coordinate logistical preparations/requirements for international travel for project staff and consultants.
  • Maintain all office inventories, equipment and other assets, including the acquisition process and its documentation.
  • Maintain office archives/filing system for all documentation related to the Project (both physical and electronic files).
  • Organize events and meetings related to the project, including procuring venues and arranging logistics.
  • Serve as the HR PoC for the IBTCI project office in Ghana.
  • Work collaboratively with other members of the project team and other IBTCI offices to ensure that the necessary planning, development, management, and field activities function smoothly and efficiently.  
  • Any other duties as assigned.



Minimum Requirements:

  • At least eight (8) years’ experience working in finance and administration in developing countries, preferably including experience in post-conflict and in West Africa.
  • Proficiency in Microsoft programs i.e. Excel, Word, PowerPoint, etc., and the ability to use various commercially available accounting-software programs;
  • Progressively responsible experience as a senior finance manager with a reputable NGO, development contractor on USAID-funded projects;
  • Thorough knowledge and understanding of IFRS, professional accounting principles, theories, practices, and terminology (private sector, governmental, and nonprofit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports, and workload flow charts, etc.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.


  • Bachelor’s degree in Accounting, Auditing and Finance, Business Administration options or equivalent and an ACA/ACCA/CPA or other recognized professional accounting qualification. 

Preferred Knowledge, Skills and Abilities:

  • Experience in managing and administering sub-awards and audits;
  • Experience with funds control and monitoring of fraud and abuse;
  • Experience with arranging logistics for large events and conferences;
  • Knowledge of internal control policies and procedures;
  • Previous finance and administrative experience with USAID or other donor-funded projects preferred; and
  • Ability to communicate effectively, both verbally and in writing with accounting and non-accounting individuals.
  • Oral and written fluency in English and French required.

Working Environment:  Work is typically performed in an office environment.

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibilities:  This position does not have supervisory responsibilities.


Travel:  Domestic and international travel may be required and may include travel to fragile or conflict prone zones.


Work Authorization:  Candidate must be authorized to work in Mali
