IBTCI is currently seeking a Senior Strategic Communications, Outreach, and Reporting Specialist for USAID Bureau for Latin America and Caribbean (LAC). This is a full-time position based in Washington, DC. This contract will provide the Bureau with critical administrative, operations and technical expertise and services and establish efficient and compliant policies and procedures that will allow it to support bureau and officer operations and programming as needed.


Essential Duties/Tasks and Responsibilities:  


Strategic Communications

  • Support the development and implementation of an outreach and communications strategy for internal and external audiences;
  • Conceptualize and plan briefings and other events;
  • Advise staff and senior management on issues related to communications strategy and the development and dissemination of information;
  • Prepare speeches and talking points;
  • Support video or photography and related needs; and
  • Prepare and update standard information packages on programs or operations, for briefings and for distribution to the public and the media.


Reports and Information 

  • Support the conceptualization and development of information products to inform the public, think tanks, Congress, the media, Department of Defense, Department of State, other USG agencies, foreign governments, non-governmental organizations (NGOs) or private voluntary organizations (PVOs), international organizations, and other USAID offices/bureaus and Missions;
  • Respond to general information requests or develop and maintain information products as needed. Requests will range in length, format, content and topic depending on the subject and audience, and may have time-sensitive deadlines. Information products include, but are not limited to: fact sheets; annual or semiannual reports; program activities and accomplishments or success stories; Agency-level products; social media content; videos and photographs; situational reporting; case studies; research reports; country or regional documents or reports; lessons learned studies; briefing books;  graphics, maps, or charts; policy or strategy papers; external requests such as Freedom of Information Act (FOIA) and Office of Inspector General (OIG), etc.;
  • Provide support as a notetaker at, and prepare and distribute proceedings or reports for relevant conferences and meetings; and
  • Support and generate content of Intranet and Internet pages and social media accounts and platforms or other systems and platforms.


Minimum Requirements:

  • Must have secret clearance.
  • At least 10 years of experience providing strategic communications, outreach, and reporting for U.S. government agencies and their reports to the U.S. Congress, OIG, and other stakeholders (10 years with a Master’s degree; 15 years of experience with a Bachelor’s degree)
  • Strong attention to detail and organizational skills
  • Ability to manage multiple assignments and prioritize effectively
  • Strong written, oral, and interpersonal communication skills


Preferred Knowledge, Skills and Abilities:

  • Experience working with U.S. government agencies; knowledge of the U.S. Agency for International Development
  • Spoken and written Spanish
  • Strong Microsoft Office skills (Word, Excel, PowerPoint, etc.)
  • Ability to meet deadlines while maintaining a high degree of attention to detail


Education:  A Master’s degree and a minimum of 10 years of experience or a Bachelor’s degree in business administration, journalism, English, international development, international relations, or a related field.


Working Environment:  Work is typically performed in an office environment based in Washington, DC. It will begin with remote work until COVID-19 restrictions change.


Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:  This position will be embedded in USAID/Washington LAC and will supervise Mid-Level and Junior-Level Communications, Outreach, and Reporting Specialists.


Travel: International travel may be required and could include travel to fragile or conflict-prone zones.


Work Authorization: Must be authorized to work in the U.S.A.  Visa sponsorship is not available for this position.
