Assignment Title: Decentralization Assessment – Team Lead
Technical Point of Contact: Deputy Chief of Party (DCOP)
Overview: USAID/Tunisia has requested that IBTCI’s Monitoring and Evaluation for Tunisia and Libya (METAL) Activity conduct a decentralization analysis. The analysis will: 1) inform its new Country Development and Cooperation Strategy (CDCS); 2) contribute to USAID’s future programming in decentralization; and 3) inform the Ministry of Local Affairs and Environment and other stakeholders on the current state of decentralization and possible areas for external assistance.
This assessment is envisioned to assist USAID, the Ministry of Local Affairs and the Environment, and other donors to look at the technical and political barriers to and donor-funded opportunities for decentralization in Tunisia. It will also provide short-term and medium-term policy and programming recommendations for both donors and the Government of Tunisia (GOT).
Tunisia’s decentralization has been hampered by an overemphasis on a bottom-up approach that failed to integrate institutional assets in building and improving intergovernmental relations. Old and new laws existalongside one another and the gap is not fully bridged. With the municipalities’ greater autonomy and enhanced roles come responsibilities to better serve their citizens. But some regions, especially the interior,lack skilled administrators, and adequate resources to carry out the new mandates. The profound Constitutional commitment to decentralization and the public’s demand for change provide a compelling rationale for. further decentralization reform. Tunisia has the most favorable prospects to pursue democratic decentralization, but the government must still make significant reforms to realize these prospects. International donors, including USAID, are interested in determining the correct types of assistance to help Tunisia advance its decentralization objectives.
The period of performance will be from o/a June 1 – August 15, 2021, and total LOE will be approximately
45 days. Tasks could include but not be limited to:
Scope of Work:
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
Education: Master’s degree in relevant social science field.
Preferred Knowledge, Skills and Abilities:
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: No international travel is anticipated for this position.
