Assignment Title: Program/Project Development Consultant
Department/Location: ISPI/Remote with potential TDY (Dominican Republic)
Technical Point of Contact: USAID Dominican Republic Mission Program Officer
Level of Effort: 150 days
Period of Performance: June 2021 through December 2021
The U.S. Agency for International Developments' Dominican Republic Mission (USAID/DR) has need for technical support for a period of 150-work days beginning early June 2021, to be completed within a six-month period. The consultant will provide advice, counsel, and support services reporting to the Mission Program Officer or his/her designee. The deliverables are functions normally undertaken by a USDH Program or Project Development staff at a field Mission and no work will be undertaken that would be determined to be that of a USDH or PSC staff person. The consultant should have a working knowledge of education and youth issues and programs.
The Consultant is expected to undertake numerous activities consistent with the work of a USAID Mission Program and Technical Office. He/She will provide advice/counsel to the Youth, Education and Security (YES) Office, and other key Mission Offices and staff, on a variety of topics to include requirements for Congressional Notification submissions; proper preparation of key Mission documentation, development of briefing documents, managing, or advising on evaluation process and procedures, develops or assists to develop a program and other related documents including authorization documents in support of specific Offices within the Mission.
Minimum of 8 years’ experience in a USAID-like environment where skills on program and project matters are dealt with consistent and using established development policies and procedures.
Attained senior program/project officer level status and able to demonstrate sustained professional experience in the field
Experience in managing gender, youth, or related programs is required.
Knowledge relating to programs, processes, procedures, agency policies and priorities with a particular emphasis on the Latin America region.
Knowledge of policies and processes dealing with youth programs, gender activities and key elements of democratic governance are required to effectively undertake the tasks envisioned by the Program Office.
Proven ability to work independently or as a member of a team and to foster teamwork where situations require and able to work at multiple levels of organizational hierarchy within government and civil society actors.
Preferred Knowledge, Skills, and Abilities:
Education: Minimum of a university degree related to political science, education, international development, international relations, or related area. Master’s degree is preferred
Working Environment: Work will be performed remotely with possible TDY to Dominican Republic.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Possible TDY to Dominican Rebublic.
